THE ROAD MAP FOR DEVELOPING COMPETITION IN THE AMUR REGION WILL INCLUDE 35 MARKETS
On 26 July 2018, Deputy Head of FAS Alexei Dotsenko came on a working visit to the Amur region, where he had a meeting with Acting Governor Vasily Orlov on implementing the National Competition Development Plan, approved by the President of Russia in December 2017, and Presidential Orders issued following the State Council.
"Active efforts are launched to pursue the Presidential order. One of the main provisions of theNational Plan for Developing Competitionin Russia is to reduce the share of state participation in the economy. In all sectors there should be at least three entities, of which one must be a private company. The Presidential order determines the vector of economic development based on the fundamental principles of competition", said Deputy Head of FAS Alexei Dotsenko.
For example, by 1 December every region must mainstream or devise and adopt a Road Map for developing competition, comprising the main indicators for competition development in the region.
"A Road Map in the Amur region was adopted in 2016 and soon it will be mainstreamed inline with the Presidential instructions. The region pays significant attention to competition development. In the ranking of the Strategic Initiatives Agency it is on the 35th place but this is not our target, we endeavour to be among the top 20 regions. A lot must be done to this purpose – particularly, develop competition", emphasized Acting Governor of the Amur region Vasily Orlov.
From 41 suggested indicators (markets) for the Road Map, the Amur region determined 35 key socially-oriented markets: retail sale of medicines and medical products, medical services, education, ceremonial services, construction, passenger transportation, etc.
According to Acting Minister of the Amur region for International Economic Relations, Tourism and Entrepreneurship. Ekaterina Kireeva, in the past three years the regions achieved very goods results in communications services, pre-school education and retail trade.
Head of Amur OFAS Alexander Degodiev discussed a rather widespread practice of violating the antimonopoly law by the authorities and proposed options to solve the problem, particularly, through antimonopoly compliance.
"We are ready to give the Amur region all necessary recommendations on devising and implementing a system of regulations preventing antimonopoly violations at the level of regional authorities and municipalities", informed Alexei Dotsenko.
As a meeting outcome, the parties signed an Agreement on Cooperation, providing for collaboration to protect and develop competition in the region.
