DMITRY VASILIEV: MARKET RULES AND REGULATIONS MUST BE CHANGED TIMELY
Head of FAS Department for Regulating the Electric Power Industry spoke at the 17th ERRA Conference
The 17th ERRA Conference on Energy Investments and Regulating took place on 10 October 2018 in Antalya (Turkey).
Participants from more than 35 countries attended the event. The main item on the agenda was the modern traditions on the energy markets related to development of consumer demand, digitalization and global market.
“Under active transformation of the energy markets, mechanisms of state regulations should be improved, market rules and regulations changed timely”, said Dmitry Vasiliev. “One of such mechanisms is ability by large as well as small consumers to use energy online in order to smooth peak consumptions, as a result of which market price will go down”.
According to Head of FAS Department for Regulating the Electric Power Industry, Russia has created a demand control mechanisms by large consumers in Russia relatively recently. The tests gave positive results.
As for small consumers, the speaker reported that a concept of demand aggregators is being developed. Its role is to form a pool of small consumers and their collective load control depending on the commands by the system operator.
“It should be pointed out, though, that it is a more complex system for control and building reliable relations, which requires further detailed consideration. The relevant amendments in this field will be passed in 2019”, emphasized Dmitry Vasiliev.
