RACHIK PETROSYAN: GOODS MARKING SYSTEM MUST BE BENEFICIAL TO CONSUMERS AND USED TO OPTIMIZE BUSINESS OPERATIONS
The marking costs can be paid off by times through reduced expenses and increased sales
Representatives of business and the authorities discussed the government strategy for marking goods. In 2017, a decision was made to form the national system for digital marking and tracing of goods. In April 2018, the list of goods for primary mandatory marking was issued.
Opening a discussion at the Conference on “Marking: the Fair Business Digital Code”, Deputy Chairman of the Government of the Russian Federation, Maxim Akimov, outlined the basic principles of the marking system.
Deputy Head of FAS Rachik Petrosyan explained FAS position on the procedure for access to the information aggregated by the marking system, the regulation conditions and capabilities of the site.
“Today the marking system is being developed as a public information system on the public-private partnership principles, and its success, including commercial success of the system operator, to a considerable extent depends on whether the operator manages to make it popular among consumers and businessmen, to whom the system must open opportunities for business optimization, particularly, in the part of logistics and marketing. It will allow to pay off the costs of business for marking due to reducing the expenses and increasing sales”, said Rachik Petrosyan.
He pointed out that the system data should be provided on a non-discriminatory basis – on equal conditions for all participants.

FAS has formed a broad practice of considering cases on discrimination in the course of information access. Abuses in this field are committed in various markets by both companies and the authorities that limit access to informational systems in a certain way or provide it under non-transparent conditions.
