COLLUSION BY THE MINISTRY OF SOCIAL POLICY OF THE KRASNOYARSK REGION
Violates are exposed as a result of joint efforts by competition authorities, the Prosecutor’s Office and the Federal Security Service
Upon the established facts, Krasnoyarsk OFAS found that the Ministry concluded anticompetitive agreements with “Maxima” Ltd. and “Niki” Ltd. leading to procurement of household appliances without competitive bidding. The same arrangements formed preconditions for embezzlement of public funds.
Simultaneously with the antimonopoly case, the Investigation Department of the Russia’s Investigation Committee in the Krasnoyarsk region opened criminal cases against officials of the Ministry of Social Policy of the Krasnoyarsk region upon elements of an offence specified in Part 4 Article 159 of the Criminal Code of the Russian Federation.
On 3 April 2019, in the course of the investigation, Russian Federal Security Service in the Krasnoyarsk region detained the first suspect and the Court shall impose pre-trial restrictions in the near future.
Head of FAS Anti-Cartel Department Andrey Tenishev pointed out: “When the authorities are getting involved in the games with public procurement, this is double unfair competition, the second side of which is corruption”.
