FAS INFOMRS ABOUT INTERMEDIARY RESULTS OF FULFILLING NATIONAL COMPETITION DEVELOPMENT PLAN IN THE HOUSING-AND-UTILITY COMPLEX
One of the results of executing the National Competition Development Plan in the housing-and-utility complex is a decreased net generation share of in the total volume in regions used by state and municipal unitary enterprises.
The targets are:
In heating supply – up to 20 % in 2019 and up to 10 % in 2020;
Water supply - up to 20 % in 2019 and up to 10 % in 2020;
Water drainage - up to 20 % in 2019 and up to 10 % in 2020.
In 2018, FAS analyzed information from regions of Russia about net generation of resources in the housing-and-utility sector.
FAS points out that as of 4 April 2019, the 2019 target is met in:
- Heating supply - by 52 regions of Russia;
- Water supply – by 32 regions of Russia;
- Water drainage - 23 regions of Russia.
To assist regions, the Antimonopoly Service has drafted the Guidelines in estimates the above indicators.
At the same time, regions of Russia must also ensure that the share of net generation of resources used by state and municipal unitary enterprises does not increase in the total volume of such resources in comparison with the level of 2016.
For instance, 25 out of 52 regions, that reached the threshold in heating supply, increased the share of net generation for unitary enterprises in comparison with 2016.
In water supply and drainage, the share of net generation for state and municipal unitary enterprises increased in comparison with 2016 in 11 and 10 target-reaching regions accordingly.
FAS emphasizes the importance to strictly observe the National Competition Development Plan.
