RUSSIAN GOVERNMENT PASSED DECREE AIMED AT TIMELY WASTE REMOVAL AND REDUCING PAYMENT FOR THIS SERVICE

14-05-2019 | 13:00

The document is drafted by FAS

The Decree reduced payments by the population for the service of solid municipal waste treatment due to reviewing payment for adverse impact on the environment as well as timely waste removal prior to commissioning modern the production capacities.

Adopting the Decree is especially important for the regions where transportation of solid municipal waste constitutes a considerable tariff element.

Within three months from the date when the Government adopted the Decree, regions can review the current tariffs on solid municipal waste treatment and take into account payment reduction for adverse impact on the environment. They can also register the costs for transporting waste to temporary waste disposal facilities, included in the list of facilities for solid municipal waste disposal in a region.

This measure will optimize waste flow logistics with a regional scheme and reduce tariff load upon consumers in the near future. It is necessary to point out that the payment for adverse impact upon the environment, taken into account in tariff-setting in the field of waste treatment, was reduced considerably in 2019 with active FAS involvement.

The Antimonopoly Service continues its efforts to improve the current law on tariff regulation.
