THE PRESIDENT SIGNED "OPTIMIZATION" PACKAGE OF AMENDMENTS TO LAW ON CONTRACT SYSTEM
Innovations are aimed at simplifying and enhancing the efficiency of procurement procedures, preventing bid-rigging and promoting fair competition will gradually enter into force - from January 1, 2022 to July 1, 2023
Federal Law No. 360-FZ of July 2 provides for the reduction of the number of types of procurement procedures, acceleration of their implementation, simplification and automation of various stages of public procurement.
A sizeable part of the amendments devoted to combating professional complainants. Procurement participants with an initial (maximum) contract price (IMCP) of more than 20 million rubles will be required to have experience in executing a contract in the amount of at least 20% of the IMCP. Organizations that fail to meet the abovementioned requirements will not be able to file complaints and intentionally interfere with the procurement process.
The amendments significantly enhance the role of the Unified Information System in procurement. From January 1, 2022, all complaints concerning electronic procurement procedures will be filed through the Unified Information System.
These measures aim to ensure transparency of interaction between the customer and the supplier, protect the rights of entrepreneurs, and enhance the capacities for monitoring by the authorities.
