Mr. Timofey Nizhegorodtsev

In 1997 graduated from the biological faculty of Irkutsk State University. In 2009 he received a master’s degree in law from the Russian Academy of Public Administration under the President of the Russian Federation.

In the FAS Russia he engages in the development of competition in the social sphere and trade. With his direct participation, a system of public and expert advisory councils under the FAS Russia was created. A number of action plans and packages of amendments to regulatory legal acts have been prepared to promote competition in such areas as health and trade, tourism and education, as well in the field of funeral services. In particular, the Law on trade (2009) and amendments to it (2016), the Law on education (2012), the Law on compulsory health insurance (2010), as well as amendments to the Law on tourist activities, the Law on public health protection (2010) and the Law on the circulation of medicines.

Timofey Nizhegorodtsev made a great contribution to the tariff regulation in the field of circulation of medicines. In particular, in 2018 were developed and approved by Government Decree No. 1207 new rules for state registration and re-registration of maximum selling prices for medicine included in the list of vital and essential medicines, as well as the methodology for calculating such prices. In addition, with his participation was prepared legislation on the interchangeability of medicines (2014, 2019).

He also took an active part in the development of "antitrust packages".

In 2007, Timofey Nizhegorodtsev became the head of the Department for Control over Social Sphere and Trade of the FAS Russia.

In 2018, the work of the Department for Control over Social Sphere and Trade in the field of competition advocacy was highly appreciated at the international level. The regulatory legal act developed by the Department, which introduced transparency in the description of medicines for medical use that are purchased by the state, won in the category "Creating Markets for the development of the private sector" and, thus, for the first time, brought the FAS Russia 1st place in the international World Bank-ICN Competition Advocacy Contest.

In 2013, he was awarded the Medal of the Order of Merit for the Motherland, II degree, in 2017 - the Medal of the Order of Merit for the Motherland, I degree.

In 2011, he was awarded the title of "Honorary Employee of the Antimonopoly Authorities of Russia".

In 2015, he was awarded the honorary badge of the FAS Russia "For Merit to the Development of Competition in Russia".

In 2019, he was awarded the medal of the FAS Russia "For Distinction in Service" of the III degree and the medal "For Contribution to the Development of the Eurasian Economic Union".

As Deputy Head of the FAS Russia, Timofey Nizhegorodtsev supervises issues related to healthcare, social services, trade and non-productive services.
