The Working Group summed up the results of the “Road Map” for developing competition and launched the second stage
The second stage requires analyzing enforcement of the legal acts adopted under the frame of the “Road Map” and monitoring their execution
On 12 January 2016, the Strategic Initiatives Agency for supporting new projects held a meeting of the Working Group on monitoring the progress in implementing the “Road Map for Developing Competitionand Improving the Antimonopoly Policy” with representatives of FAS, the Ministry of Economic Development, and the Ministry of Transport, NGOs and independent experts.
The Federal Antimonopoly Service was represented by Deputy Head of FAS Andrey Tsyganov and Deputy Head of the Administrative Department – the Secretariat of the Head of FAS, Larisa Tselikova.
Members of the Working Group summed up the results of implementing the “Road Map”, and discussed the draft explanations about the antimonopoly law devised by FAS with active involvement of expert community to execute Clause 6.3. of the “Road Map”.
Based on the discussions, members of the Working Group recognized that the measure is implemented. The explanatory efforts will be continued under the frame of drafting a report “On the State of Competition in the Russian Federation”. Earlier the results of implementing the “Road Maps” of the National Business Initiative on improving the investment climate in the Russian Federation was considered on 1 December 2015 at a meeting at the Chairman of the Government of the Russian Federation, Dmitry Medvedev: participants emphasized successful implementation of the main measures of the National Business Initiative.
Overall, the Working Group recognized that the “Road Map was implemented. Four measures are being implemented: FAS is a responsible executor of the two measures, the Ministry of Economic Development, and the Ministry of Transport – one measure each.
The second stage of the “Road Map” is launched. Government agencies responsible for executing the Road Map measures, along with experts of the Strategic Initiatives Agency, will start analyzing enforcement of the legal acts adopted to develop competition and monitor their execution.
In accord with the draft order of the Government of the Russian Federation, devised by the Ministry of Economic Development, FAS is appointed the coordinator to monitor enforcement of the legal acts issued to execute the “Road Map”.
The monitoring results will be reviewed at the meetings of the Government Commission on Economic Development and Integration.
At the end of the meeting, the Strategic Initiatives Agency for supporting new projects gave Letters of Acknowledgement to Andrey Tsyganov and Larisa Tselikova for active involvement in the work on monitoring implementation of the “Road Maps” of the National Business Initiative and personal contribution in developing a favourable investment climate in the Russian Federation.
