Creating equal conditions on the market of Internet services
FAS Working Group on implementing network neutrality principles in the Russian Federation devised a “Fundamental Document on Network Neutrality.
“The purpose of the document is to give end users a possibility of accessing information, so they can disseminate it and work with applications and services of their choice”, said Deputy Head of FAS Anatoly Golomolzin who chairs the Working Group. “On the other hand we pursued an objective ensure non-discriminatory access and market performance conditions for content and services providers, and create conditions for developing telecommunications, competition and efficient cooperation between market participants, which certainly will facilitate investments and innovations”.
All members of the Working Group – representatives of the Ministry of Communications, Roscomnadzor, Open Government experts and independent experts, representatives of the communications industry and the information-and-communications community – agreed to observe the main principles of network neutrality.
“The issue is pressing in light of the recent instructions from the President of the Russian Federation on creating equal conditions on the market of Internet services. The issues of introduction and implement the network neutrality principles are being widely discussed by the international information-and-communications community and Russian best practices also will be useful”, pointed out Deputy Head of FAS.
