FAS will conduct preliminary attestation of the Head of the Regional Energy Commissions
Such information was given by Deputy Head of the Federal Antimonopoly Service (FAS Russia) Sergey Puzyrevsky at a workshop involving the Heads of executive bodies of the constituent territories of the Russian Federation responsible for tariff-setting.
He drew attention of the antimonopoly regional bodies to cooperation with the Regional Energy Commissions (REC). Sergey Puzyrevsky said that OFAS representatives should participate in all meetings of REC Boards for tariff-setting in the regions.
During 2016 FAS will systematize the documents in this filed. “It will help eliminate the existing administrative barriers and simplify the petition consideration procedure”, informed Deputy Head of FAS.
Sergey Puzyrevsky outlined the main compliance measures in state tariff regulation: inspections; systemic control over enforcement of the binding legal norms; monitoring the price level and adopting measures to suppress and eliminate the consequences of the exposed violations.
“Currently FAS is analyzing the decisions made by the Regional Energy Commissions for 2016, upon the results of which the regulators that failed to follow the procedure will be put in the inspection plan”, pointed out Sergey Puzyrevsky.
Finally, Deputy Head of FAS discussed legislative formalization of procedural norms in tariff regulation and differentiating administrative liability.
