FAS issued a warning to Deputy Chairman of the Government of the Irkutsk region
The Federal Antimonopoly service (FAS Russia) sent a warning to Deputy Chairman of the Government of the Irkutsk region, Ruslan Bolotov, not to exercise actions that can lead to breaching the antimonopoly law.
At a press-conference of representatives of the Government of the Irkutsk region a statement was made that the regional authority plans to involve a private partner in a project on modernizing the airport complex in Irkutsk. Particularly, it was referred to the public-private partnership where the regional authorities transfer the rights to implement the modernization project and further operate the Irkutsk airport to “Novaport” aviation holding. Under the frame of the partnership, they also discussed activities of already formed Working Group led by Deputy Chairman of the regional Government, Ruslan Bolotov.
"Participants under the frame of public-private partnership should be selected on a competitive basis", emphasized Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy.
"The warning is aimed at preventing the possible violation of the antimonopoly law. If the regional authority organizes transparent competitive procedures in accord with the law on public-private partnership, we can think that FAS has accomplished its task. If it does not happen, FAS may open a case on violating the antimonopoly law", said the representatives of the competition authority.
Based on Article 25.7 of the Federal Law “On Protection of Competition”, FAS warns not to exercise the expected actions because such a conduct can lead to restricting or eliminating competition.
