FAS suspects that Moscow Health Care Department violated competition within the system of mandatory medical insurance
Antimonopoly body revealed signs of violating the Law “on Protection of Competition” on the market of laboratory testing within the system of mandatory medical insurancein Moscow
The Federal Antimonopoly Service (FAS Russia) issued a warning to Moscow Health Care Department to terminate actions (omissions) that have signs of violating Clauses 3, 4, 5, 8 Part 1Article 15 of the Federal Law “On Protection of Competition”.
The warning was issued upon the conditions created by Moscow Health Care Department, when private medical organizations included in the mandatory medical insurance programme and rendering services on the market of laboratory testing, practically do not have possibility to provide relevant services using the mandatory medical insurance funds of the medical organizations subordinate to the Department.
“Moscow Health Care Department has established the priority procedure for providing orders to centralized clinical-diagnostic laboratories, which restricts competition on the market of laboratory testing within the system of mandatory medical insurance”, emphasized Head of FAS Department for Control over Social Sphere and Trade, Timophey Nizhegorodtsev.
