FAS entered into an Agreement on Cooperation with the All-Russian Sectoral Association of Employers in the Electric Power Industry

The Agreement maintains a course towards implementing the current tariff policy and developing competition in the electric power industry

On 1 March 2017, Head of the Federal Antimonopoly Service (Igor Artemiev) and General Director of the All-Russian Sectoral Association of Employers in the Electric Power Industry (EE), Arkadiy Zamoskovny, signed an Agreement on Cooperation at an extended session of FAS Collegium.

The main aim of cooperation – facilitate efficient implementation of the national tariff policy designed to achieve the balance of interests between the state, business and the population.

Together with the Association, FAS will continue performing tasks to restrain the tariff growth of natural monopolies, improve the conditions for business activities in the electric power industry and prevent unfair competition in the industry.

EE representatives may be also engaged in prejudicial reviews of tariff-setting for electric and heat power.

Head of Antimonopoly Service Igor Artemiev stated: “Our partnership is very important for us. Hope, your representatives will be actively involved not only in the Expert Council on the Electric Power Industry but also in other sectors. In the near future a joint Action Plan will be devised. We must present several drafts to the business community, discuss them and then implement them together”.

“The Association casts significant hopes on the signed Agreement. Among many factors influencing reliability of electric and heating power supply consumers, the following two can’t be ignored: highly skilled personnel of the energy companies and social peace across the workforce. Both factors are inseparably connected with human resources expenses and our job is to find the balance, ensure efficient return on investments in developing human capital. Figuratively speaking, we should not allow “cartels” between employees and trade unions. A competitive dialogue under the frame of social partnership should be stimulated, and a sectoral tariff agreement in the electric power industry signed in accord with the Labour Code of the Russian Federation certainly plays an important role in this field”, emphasized and General Director of the Association, Arkadiy Zamoskovny.
