Ryazan OFAS suspects that several medical companies formed cartel
The Office of the Antimonopoly Serve in the Ryazan region found elements of cartel in bidding
Ryazan OFAS opened a case against “Dobry Doctor” Ltd., “Khozraschetnaya Polyclinika” Ltd., “Medcom” Ltd., “MEDCI+” Ltd., “Lekar” Ltd., “Medexpress” Medical Centre” Ltd. upon signs of violating Clauses 1 and 2 Parts 1 Article 11 of the Federal Law “On Protection of Competition”: forming and implementing a cartel aimed at maintaining tender prices.
Based on the information obtained by OFAS, a sudden unscheduled inspection – ‘dawn raid” of the economic entities was organized, in the course of which documents were discovered indicating that the companies coordinated prices for several medical services and determined a universal tactics of bidding conduct.
Head of FAS Anti-Cartel Department commented: “Such prohibited actions by the companies as maintaining prices for goods or service do enourmous harm to the population. Since the end of 2015 FAS and its regional Offices have carried out several large-scale inspections of pharmaceutical companies and companies rendering medical services. Today the findings of such inspections have turned out into high-profile cases on violation of the antimonopoly law. A number of organizations already operating in the territory of the entire Russia are already pronounced as violators. The administrative persons shall hold the guilty persons administratively liable. If their actions have signs of criminak crimes, otherwise the materials are transferred to the law enforcement bodies”.
