FAS did not find any violations of the antimonopoly law in Murmansk port
The Federal Antimonopoly Service (FAS Russia) did not find any violations of the antimonopoly law by “Murmansk Commercial Seaport” PJSC, “Agrosphera” CJSC and “Murmansk Bulk Terminal” CJSC. On 30 March 2017, FAS stopped investigating a cases against the above companies opened upon signs of abusing dominance (fixing monopolistically high prices).
FAS considered that the group of persons increased prices fro fertilizer transshipments in 2015 in line with their expenses while their cost-effectiveness decreased (partly due to large investments in the common port infrastructure). It does not allow classifying actions of the companies as fixing and maintaining monopolistically high prices.
The FAS Commission also pointed out that investigating the case the respondents cooperated closely with the antimonopoly body, timely submitted full information and explanations. The Commission members also took into account that, in order to execute the orders of the president of the Russian Federation, from 1 January 2017 stevedores converted the tariffs for the services offered in Murmansk seaport into Russian Rubles, informed counteragents and provided free access to information about their tariffs on their official Internet sites.
