Andrey Tsyganov: decision accuracy to a considerable extent depends on correct market analysis
FAS drafted recommendations on analyzing competition on the markets
On 4 April 2017, the Market Analysis Commission chaired by Deputy Head of FAS Andrey Tsyganov discussed methodological recommendations on analyzing competition on the markets, particularly, wholesale market of electric power and the market of services rendered by the owners of temporary storage warehouses*.
The Commission did not see the grounds to refine the documents and approved them.
Andrey Tsyganov pointed out: “The methodological guidelines on analyzing the market are reviewed in line with the latest FAS practices in those sectors. Accuracy of decision on various cases to a considerable extent depends on correct market analysis”.
The Commission also approved a proposal of the Fiscal Control Department to add analysis of the competitive environment on the wholesale market of tobacco products to the Action Plan of FAS Commission.
Participants also supported proposals of FAS Department for Regulating the Housing & Utility Complex and the Department for Industry Control to adjust the timeframe for submitting reports on analyzing the state of competition on the market of services on charging payments from the population for utility services and analyzing the state of competition on the market of aggregates.
