Andrey Kashevarov chaired a regular meeting of the Committee on Protecting FIFA Property Rights

The Committee Head emphasized the importance of prompt investigation of cases and suppressing violations for effective protection of FIFA property rights.

A regular meeting of the Committee on Protecting FIFA Property Rights took place on 27 April 2017 on the issues related to organizing FIFA 2018™ World CUP and FIFA 2017 Confederations Cup.

Attendees included representatives of FAS, Rospatent, the Federal Customs Service, the Ministry of Interior, the Ministry of Sport, “Russia-2018” Steering Committee, and the International Federation of Football Associations (FIFA).

The Committee discussed some pressing issues of law enforcement related to arrangements of using FIFA symbols, areas of its improvement, and outlined further plans in this field.

Representatives of the authorities who took part in the event confirmed departmental readiness to expose and suppress violations in Russia in line with the obligations undertaken by the Russian Federation in the part of protecting FIFA brand. The key item on the agenda was improving the procedure and organization of interaction between the authorized government agencies with FIFA in the course of FIFA 2017 Confederations Cup in Russia to “Protect FIFA brand and property rights”. The relevant FIFA proposals had been forwarded to the Committee members for consideration.

Committee Head Andrey Kashevarov drew attention to the “need to promptly investigate cases and suppress violations on exposed facts to efficiently protect FIFA property rights. To this purpose, FAS intends to give recommendations to its regional offices in order to decrease to the maximum the period for case investigation observing the established procedure and guaranteeing the rights of the persons involved for protection”.

The Committee on Protecting FIFA Property Rights at the Steering Committee of the Programme for preparing to 2018 World Football Cup in the Russian Federation was formed upon instructions of First deputy Chairman of the Government the Russian Federation, Igor Shuvalov.

The Committee on Protecting FIFA Property Rights is an interdepartmental working coordinating body at the Working Group (Operational Headquarters) at the Programme for preparing to 2018 World Football Cup in the Russian Federation. The objective is to execute the Government guarantee given by the Russian Federation to FIFA, for coherent interaction between the authorities, local self-government bodies, other coordinating and consultative bodies, working groups and organizations involved in preparing and organizing the events of 2018™ World Football Cup FIFA and FIFA 2017 Confederations Cup, on protecting FIFA property rights.

A special act - No. 108-FZ Federal Law “On preparing and organizing 2018™ World Football Cup FIFA and FIFA 2017 Confederations Cupin the Russian Federation and making changes to some legislative acts of the Russian Federation” of 7 June 20113. The Law sets a list and special procedure of using the symbols of FIFA, 2018™ World Football Cup FIFA and FIFA 2017 Confederations Cup.
