Adopting the system of training specialists on competition law and antimonopoly regulation
were discussed by FAS Research-and-Methodology Council
On 26 May 2017, FAS Research-and-Methodology Council of Educational Organizations and Department for Competition Law and Antimonopoly Regulation (the Council) had a meeting at a joint workshop of the Government of the Orenburg Region and FAS.
The event took place at Orenburg State University (ОГУ) as a teleconference bridge with FAS in Moscow.
The workshop was moderated by Deputy Council Chair, Head of Saratov OFAS Lyudmila Borisova. Opening the event, she pointed out considerable benefits of an opportunity to learn about the work and experience of training specialists on competition law in other regions.
The welcoming addresses were given by Deputy Head of FAS, Council Chairman Sergey Puzyrevskiy, Vice-Governor of the Orenburg region Dmitry Kulagin, Minister for Education of the Orenburg region Vyacheslav Labuzov. Sergey Puzyrevskiy highlighted the progress in including the “Competition Law” subject in the list of scientific specializations.
The discussion on developing educational and professional standards on competition was opened by Head of FAS Legal Department, Artem Molchanov. He pointed out that already 46 Antimonopoly Law Departments function in Russia that pursue educational programmes and turn out specialists in the antimonopoly field. "There is market demand, scientific and methodological basis, we are ready to move to creating standards", said Artem Molchanov.
Nikolai Remezov, a Council member, principal expert of Saratov OFAS, Head of the Department of Antimonopoly Regulation and Competition Development, Law Faculty, Saratov National Research University named after Chernyshevsky, outlined the issues related to devising educational standards.
Lyudmila Borisova presented for discussion a draft Working Programme of “Unfair Competition” subject, devised in cooperation with Saratov State Law Academy.
The participants also considered explanations on use of confidential information in competition law; monitoring the state of competition on the priority and socially important markets. They also learned about the experience of the work of the base Department for antimonopoly regulation and procurement of OrenburgStateUniversity. The Council members will present their comments and proposals on the discussed issues by 1 July 2017.
Summing up, Sergey Puzyrevskiy emphasized the importance of the decision to work in parallel on educational and professional standards. He thanked Lyudmila Borisova for drafting the Working Programme, and invited everybody to be actively involved in its improvement and wished success in adopting it from 1 September 2017 at SaratovStateLawAcademy. Sergey Puzyrevskiy also pointed out that the experience of the base Department for antimonopoly regulation and procurement of OrenburgStateUniversity is very useful and advised other base Departments to pay attention to it.
