The Antimonopoly Service is reducing the sphere of possible adverse impact upon business
On 26 May 2017 – on the Russian Entrepreneurship Day – Moscow hosted a Business Festival. The plenary session aimed at attracting attention to the achievements of Russian businessmen and their contribution in developing regional and national economy was attended by Open Government Minister of the Russian Federation, Mikhail Abyzov; Governor of the Moscow Region, Andrey Vorobyov; Acting Governor of the Ryazan region, Nikolai Lyubimov; Deputy Head of FAS Andrey Tsyganov. The key Festival session was moderated by President of the Chamber of Commence and Industry of the Russian Federation, Sergey Katyrin.
Deputy Head of FAS pointed out that support to entrepreneurship and competition development are inseparably connected. “For the first time, the idea of establishing a professional businessmen festivity was mentioned in the Programme for support of entrepreneurship and competition development, submitted to the Government in 1991. Today, as we may see, these issues are closely interrelated, more that 30%* of respondents are convinced that to a considerable extent business development depends on fair competition”, emphasized Andrey Tsyganov.
He said that the Antimonopoly Service reduces the field of possible adverse impact upon business: “Our objective is to change the conditions of doing business rather than identifying and punishing violators, to protect the weak side, removing barriers at all levels”.
Currently, the main FAS priorities include compiling the National Competition Development Plan and reforming tariff regulation. According to Deputy Head of FAS, the National Plan is at the final stage of discussions with the authorities and can be adopted already in the near future. Also, 10 federal executive bodies jointly with FAS are devising sectoral “Road Maps” for competition development. A draft Federal Law on state regulation of prices (tariffs) may be adopted already this year.
* An interactive survey was conducted at the plenary session. In the opinion of event participants – representatives of small and medium companies, advancement of their operations will be facilitated by stable law on business (41.2% votes) and fair competition (31.4%), which emphasizes the significance of FAS efforts, particularly, in developing the National Competition Development Plan and relevant sectoral Road Maps.
