Andrey Tenishev: the time has come for pro-active exposure of bid-rigging cartels

Presentation of a programme enabling to prove practically any cartel at e-tenders

On 1 June 2017, Head of FAS Anti-Cartel Department Andrey Tenishev chaired a workshop for the staff of antimonopoly bodies where a multi-parameter system for cartel identification at e-tenders was presented. The programme exposes and proves cartels remotely at e-trading in any region or sector.

According to Andrey Tenishev, earlier two similar workshops were organized for the staff of FAS regional bodies. The programme is used successfully and has already helped exposing 80 cartels. The largest cartel was exposed in the Penza region at e-trading for highway construction for the sum exceeding 1 billion RUB.

Deputy Head of FAS Anti-Cartel Department, Olga Franskevich gave examples demonstrating how the programme works and described the sequence of actions aimed at exposing cartels and collecting evidence.
