FAS continues discussing parameters of the new rail freight tariff list
A FAS Sub-Group on determining the operating costs to be included in rail freight tariffs, charges and payments had a regular meeting on 30 June 2017.
Members of the Working Group discussed transition to long-term tariff regulation; exclusion of the costs, which are not directly freight-related, from tariffs; finding solution to the problems of deferred full rail track repair; forming main network tariffs based on car mass and length.
Head of FAS Transport Regulating Department, Adilya Vyaseleva, emphasized that for further discussion the Antimonopoly Service must understand whether the proposed approaches can lead to growth of freight tariffs and whether it will facilitate attracting new freight to the railway. Members of the Working Group agreed to continue discussions after finalizing the relevant estimates.
