Saratov OFAS did not approve granting state preference to “Transneft – Privolga” JSC
The operator of main oil pipelines wanted to take on lease a bank-protecting structure in the Saratov region
On 24 July 2017 Saratov OFAS dismissed a claim of the Regional Office of the Federal Agency for State Property Management [Rosimushcestvo] in the Saratov region to approve a state preference.
The Regional Office of Rosimushcestvo in the Saratov region applied to Saratov OFAS to approve state preference for “Transneft – Privolga” JSC: giving on lease a bank-protecting structure [1], in Akhmat village, the Saratov region.
Under a draft lease contract for real estate in federal property, the quay wall would be given on lease to “Transneft – Privolga” JSC for 49 years to base small-size vessels, required to deliver security-and-rescue equipment to the localization point of oil product spill to liquidate the consequences of accidents on submerged Volda crossing on “Kuibyshev-Tikhoretsk” and “Kuibyshev-Lisichansk” main oil pipelines.
To prevent and liquidate emergency oil and oil products spills, measures are planned under the Decrees of the Governments of the Russian Federation and the Orders of the Ministry of Emergencies. The plans, devised and approved by Saratov District Oil Pipeline office of a branch of “Transneft – Privolga” JSC, do not include basing small-size vessels in Akhmat village; therefore, this measure cannot be considered a protection of the environment. Also “Transneft – Privolga” JSC has not rights to use the surface area of the body of water, within the boundaries of which the quay wall is located.
Saratov OFAS concluded that state preference could not be granted to “Transneft – Privolga” JSC.
