15 antimonopoly cases are opened against Makhachkala Authority
On 26 July, the Office of FAS in the Republic of Dagestan opened 15 antimonopoly cases against Makhachkala Authority.
Earlier, a scheduled inspection of Makhachkala Authority, carried out by Dagestan antimonopoly body, revealed that actions by the City Authority contained signs of violating Articles 15 and 19 of the Federal Law “On Protection of Competition”.
In breach of the Land, Urban and Antimonopoly Laws, the City Authority changed the types of allowed use of 12 land plots (the total area of the plots - 8171.3 m²). The plots were allocated for construction of individual residential houses and then their use was changed for construction of multi-store apartment houses.
The municipal authority also leased 3 land plots (the total area of the plots - 9678 m²) without competitive bidding.
Dagestan OFAS issued 15 warnings to the City Authority to stop actions that had signs of violating the Federal Law “On Protection of Competition”.
Since the Municipal Authority failed to execute FAS warnings, Dagestan OFAS opened the antimonopoly cases.
