FAS prolonged the deadline for executing warnings for communications providers
The new date of executing the warning – 15 December 2017
On 14 July 2017 the Federal Antimonopoly Service issued warnings to “VympelCom” PJSC, “MTS” PJSC, “MegPhon” PJSC and “T2 Mobile” Ltd.
FAS exposed some signs of violating Clause 6 Part 1 Article 10 of the Federal Law “On Protection of Competition”: fixing and maintaining different tariffs for cellular communications services in the domestic region and traveling across Russia.
FAS analysis showed that the prices for communications services (calls within a region, calls outside the region, sms, data transfer) en route should not be different from the prices in the domestic region, since such a difference is not economically or technologically justified.
FAS requested the providers to eliminate the difference in each tariff plan for the same communications services obtained by the subscribers at home and on route.
All providers, to whom the Antimonopoly Service issued warnings, confirmed their readiness to execute it and petitioned to FAS on extending the deadline.
Having considered the reasoned petitions, the antimonopoly authority set the new deadline for executing the warnings for all providers: 15 December 2017. The providers must submit monthly reports to FAS on the progress of executing the warnings.
The Antimonopoly Service believes that executing the warnings will form a common telecommunications space and protect the rights of all subscribers within the Russian Federation.
