Extending the warning execution deadline for Rosstandart
The deadline for eliminating signs of discriminating foreign cement suppliers is extended till 13 December 2017
On 11 July 2017 FAS sent a warning to Rosstandart [the Federal Agency on Technical Regulation and Metrology] to stop actions that had signs of creating discriminatory conditions for foreign suppliers on the cement market: the state standard on cement, approved by Rosstandart, creates discriminatory conditions and restricts competition on the cement market.
Rosstandart filed a reasoned petition to the antimonopoly body to extend the deadline for executing the warning due to the need to draft documents of the national standardization system and presenting amendments for public discussion to the state standard R 56836-2016 “Conformity assessment. Cement certification rules”, approved by No. 25-st Order of the Federal Agency on Technical Regulation and Metrology of 30 January 2017. It is also necessary to agree upon and obtain a reasoned opinion from the specialized Technical Committee on Standardization in accord with the consensus achievement rules when devising the national standards of the Russian Federation.
FAS allowed the claim.
