Participants of an anticompetitive agreement on health care procurement the Saratov region paid fined for over 1 million RUB

On 27 September 2017, Saratov OFAS was informed by “Medical Supply Centre” Ltd. about paying a 1 028 736 RUB fines

The fines were imposed for an anticompetitive agreement that resulted in maintaining prices at 17 auctions for the needs of health care institutions in the Saratov region.

The original maximum contract price at 17 auctions for procurement of protein blends to feed patients was 11 305 915 RUB. As a result of the anticompetitive agreement the price reduction was minimum: 1% of the initial maximum contract price.“Medical Supply Centre of the Saratov Region” Ltd.  became the winner for all 17 procurements and the contracts were signed.

Saratov OFASfound that “Medical Supply Centre of the Saratov Region” Ltd., “Gubernsky Trading House” Ltd., “Planeta Vkusa” Ltd., “Fortuna” Ltd.  and other market participants violated Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition”.

“Medical Supply Centre” Ltd. appealed the fine imposition; however, the Courts confirmed their legitimacy. Now the fines have been fined.
