FAS and the All-Russia People’s Front at the Anti-Corruption Forum of the “For Fair Procurement” project of the All-Russia People’s Front
Participants discussed the most pressing issues, including supplies of healthy food products to social institutions: day-care centres, schools, hospitals and the ways to solve them
The Anti-Corruption Forum of the “For Fair Procurement” project of the All-Russia People’s Front took place on 12 October in Rostov-on-Don.
1170 participants, including social activists, community organizers, officers of FAS and other authorities, members of Parents Committees, School Principals, Chief Medical Officers of hospitals, food suppliers, representatives of business associations met at the Forum.
According to Andrey Tenishev, Head of FAS Anti-Cartel Department: “A high social threat of anticompetitive agreements in this field is that the ordering parties for food products include educational institutions, particularly, pre-school, and medical institutions. In the absence of competition the most important thing suffers – the quality of supplied products”.
“In 2017 as a result of cooperation between FAS and the “For Fair Procurement” project of the All-Russia People’s Front, we exposed signs of 26 bid-rigging cartels for supplies of food products to educational and medical institutions in 16 regions of Russia. Estimates shows that 22 416 contracts for the total sum 31.756 billion RUB were concluded with violations of the antimonopoly law”, pointed out Andrey Tenishev.
