THE MINISTRY FOR TARIFF REGULATION AND THE ELECTRIC POWER INDUSTY OF THE CHELYABINSK REGION EXECUTED A FAS WARNING
The regional authority wrongly refused to set a tariff for “Urals Head Networks” JSC
On 9 November 2017, FAS received a confirmation from the Ministry of Tariff Regulation and the Electric Power Industry of the Chelyabinsk region on executing a warning issued by the antimonopoly body.
In May 2017, FAS received a complaint from “Urals Head Networks” JSC that the regional authority refused to set the tariff for the company.
The Antimonopoly Service issued a warning to the Ministry that was not executed on time. Thus, FAS opened a case against the authority upon elements of violating the antimonopoly law.
On 13 October 2017 FAS found that the Ministry of Tariff Regulation and the Electric Power Industry of the Chelyabinsk region violated the Federal Law “On Protection of Competition” (Clause 2 Part 1 Article 15). The regional authority avoided decision-making on the tariff application of “Urals Head Networks” JSC.
FAS issued a warning based on which the Ministry was supposed to terminated the violation and set the tariffs for “Urals Head Networks” JSC.
He3ad of FAS Department for Regulating the Housing & Utility Sector, Alexei Matuykhin, said: “The confirmation by the Ministry of Tariff Regulation and the Electric Power Industry of the Chelyabinsk region that FAS warning is executed means that the Antimonopoly Service has restored the legitimate rights of “Urals Head Networks” JSC”.
