ANDREY TSYGANOV: OBJECTIVE IS TO PRESENT DIFFERENT POINTS OF VIEW ON EXISTING ISSUES
FAS Methodological Council will consider a draft Report “On the state of competition in the Russian Federation in 2018”
On 26 April 2019, FAS Methodological Councils discussed a draft Report to the Government of the Russian Federation “On the state of competition in the Russian Federation in 2018” and draft White and Black Books of pro-competitive and anticompetitive regional practice in 2018.
Deputy Head of FAS, Chairman of the Methodological Council, Andrey Tsyganov, commented that “each year FAS presents a report on the state of competition to the Government of the Russian Federation, and each year the Government considers it at one of its meeting. It is essential in order to comprehend how competition exists and develops”.
This year the Report contains information about the state of competition in Russia, the main problems, trends and proposals for developing competition in particular sectors, improving the state policy for competition development in Russia. The theme of the year – the National Competition Development Plan is the basis of the state of developing Russian economy.
In the course of the discussion, representatives of federal executive bodies, the Central Bank and NGOs put forward their comments and proposals regarding the draft Report.
“This year work with the interested authorities and civil society institutions was very coherent and productive. We took all opinions into account, even if they differ from the FAS position. This is because our objective is to present different points of view on the existing problems. The only requirement is that a disagreement should be substantiated”, pointed out Andrey Tsyganov.
FAS plans to hold the next meeting on discussing the draft Report “On the state of competition in the Russian Federation in 2018” at the end of May.
The Methodological Council also considered draft White and Black Books of pro-competitive and anticompetitive regional practices in 2018. These efforts will continue.
