PUBLISHING “DESK COMPANION” OF CRIMINAL CARTEL FIGHTERS

FAS and representatives of the General Prosecutor’s Office of Russia and specialists of Kutafin Moscow State Law University drafted a research-to-practice textbook on “Restricting competition: theoretical and practical aspects of criminal liability”

 

The book is edited by Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy; Head of FAS Anti-Cartel Department Andrey Tenishev; Deputy Head of the Department for Supervising Investigation of Major Cases, the General Prosecutor’s Office of Russian Federation, Sergey Bochkarev; and Deputy Head of FAS Anti-Cartel Department Anton Teslenko.

 

According to the authors, the textbook is based on analyzing the law enforcement practice on cartel investigation and is addressed to researchers, lecturers, post- and undergraduate students of law who study competition legislation as well as the officers of the law-enforcement bodies, specializing in investigations of economic crimes.

 

Andrey Tenishev pointed out that “in spite of the priority of protecting the constitutional rights and freedoms, an obvious public danger of cartel agreements and other attacks on the interests of competition, and close attention of top public officials as well as the academic community to the above issues, many problems related to protection of competition in criminal matters remain unsolved”.

 

Publishing the textbook will become another step aimed at developing efficient interaction between the Antimonopoly Service and the law enforcement bodies in the part of investigating cases on competition restriction. I hope that the book will encourage improvement of knowledge and experience in countering cartels – one of the key threats to economic security of the Russian Federation”, added Andrey Tsarikovskiy.

 

The textbook is published by “Delo” Publishing House of the Russian Presidential Academy of National Economy and Public Administration.
