FAS: CONSTRUCTION INDUSTRY IN RUSSIA SHOULD OPERATE ON THE OPENNESS PRINCIPLES

Transition of developers, network companies, authorities at all levels to the digital format of interaction across the entire construction cycle will facilitate industry openness and efficiency

 

FAS representatives took part in a strategic session of the Ministry of Construction of Russia on developing the strategy of the construction industry of the Russian Federation until 2030.

 

The session discussed the Strategy conceptual field, its goals and indicators to measure the goals as well as the general vision of the industry until 2030.

 

Head of FAS Department for Control over Construction and Natural Resources, Oleg Korneev, pointed out that industry works should be based on the principles of openness, high-technology and economic efficiency.

 

He explained: “We abide to these principles in a comprehensive Road Map for developing competition in difference sectors of the economy. The objective of the experts is to make sure that the Strategy bases industry development on these principles”.

 

Transition of developers, network companies, the authorities at all levels to the digital format of interaction across the entire construction cycle will facilitate industry openness and efficiency. These proposals are also formalized in the Road Map drafted to execute the National Competition Development Plan.

 

Deputy Head of FAS Department for Control over Construction and Natural Resources, David Akopyan, pointed out: “Standardization of administrative resources in construction, transition of developers, network companies, the authorities at all levels to the digital format of interaction across the entire construction cycle, as well as introduction of BIM-based project management technologies* – are some of the key aspects that in our opinion must form the industry foundation in the period of Strategy implementation”.

 

Developing a common digital platform will help eliminate most administrative barriers and create a unique business-climate in the construction industry.

 

Background:

The Russian Ministry of Construction organizes the “Strategic session on “Shaping strategic vision of developing the construction industry of the Russian Federation until 2030” under the frame of executing the measures of the comprehensive road map on developing competition in construction, approved by No. 1697 Order of RF Government. During the discussion, the session participants “mould” the industry goals and objectives, the key tasks necessary to achieve them and the targets that will be included in the Strategy.

 

*BIM (Building Information Modeling) — an approach to building construction, equipping,  operating and repairing (to facility lifecycle management), which includes collection and integrated processing in the course of developing the entire design-and-engineering, technological, economic and other information about the building with al its interrelations and dependencies, when the building and everything related to it are considered as a unified object.
