STATE AND MUNICIPAL PROPERTY RIGHTS MUST BE TRANSFERRED IN ACCORD WITH CURRENT LAW
Experts discussed antimonopoly control over transferring rights for housing and utility-facilities in the Far East Federal District
On 25-26 June 2019, FAS bodies of theFar East Federal District gathered for a regional workshop in Blagoveschensk.
Representatives of executive bodies of the Amur region and local self-government bodies discussed with FAS antimonopoly control of transferring rights for housing-and-utility facilities owned by the sate or municipalities.
Deputy Head of FAS Department for Regulating the Housing-and-Utility Complex Control, Anastasia Adonina, informed the colleagues about FAS approaches to issuing warnings, particularly, on control and managements of state property.
The speaker explained FAS-drafted Rules for giving consent by the antimonopoly body for changing conditions of concession agreements in view of the latest changes to the law1.
“Making changes to concession agreements without approval by the antimonopoly body when such approval is necessary by law, can have elements of restricting competition and forms the grounds to issue a warning or a person that committed the violation. Therefore, to comply with the antimonopoly law, it is essential to transfer the rights for public and municipal property strictly according to the current law”, informed Anastasia Adonina.
