WHAT FORMS THE BASIS OF STABLE GROWTH AND DEVELOPMENT OF MIXED ECONOMY?
Unified policy on competition development, approved by No. 618 Order of the President of Russia, undertaking all measures at the federal and regional levels specified in the National Competition Development Plan and its synchronization with the National projects help achieve colossal positive effects for Russian economy
A regional workshop in Kaluga on developing antimonopoly regulation in Russia brought together representatives of judiciary, executive bodies and FAS Central Office.
According to Deputy Head of FAS Sergey Puzyrevskiy, who opened the event, economic challenges are faced daily and the quality of the antimonopoly regulation has a significant impact upon the economy.
He reviewed draft laws aimed at executing the National Competition Development Plan: “the fifth antimonopoly package”, specifying new approaches to merger control, executing FAS orders under economic digitalization; a draft law on the foundation of state regulation of prices (tariffs); proposals on reforming unitary enterprises that ban such entities on competitive markets (with some exceptions).
Deputy Head of FAS emphasized the importance of pro-competitive policy implementing the National projects*.
“It is possible to gain positive effects for the national economy through the National projects only fulfilling them on the competition principles, i.e. engaging economic entities on such projects should be based on competitive mechanisms and all measures of the National projects should be synchronized with the National Competition Development Plan, and appropriate control over using competitive approaches must be ensures at the regional level”, stated Sergey Puzyrevskiy.
According to Deputy Governor of the Kaluga region, Vladimir Mazur, since the moment of founding, the Antimonopoly Service protects the rights and interests of businessmen and is one of the initiators for major economic transformations in Russia. He clarified that efficient cooperation is built up between the Kaluga region and FAS.
Alexander Orlov, Chairman of the Arbitration Court of the Central District, pointed out that FAS has undertaken enormous efforts to prepare the regulatory framework, particularly, executing the Order of the President of Russia, approving the National Competition Development Plan, simultaneously underlining that such measures facilitate development of uniformed approaches to current legal issues.
Larisa Vovkivskaya, Deputy Head of FAS Legal Department, answered questions about enforcement of the Law “On Protection of Competition and presented the practice of investigating antimonopoly cases at Courts.
