ANATOLY GOLOMOLZIN: WE SHOULD NOT SIMPLY BUILD UP GAS NETWORKS BUT MAKE SURE THAT GAS IS SUPPLIED TO HOUSEHOLDS AND ENTERPRISES

 Attracting investments in gas supply in Tymen was discussed at a working meeting with the Government of the Tyumen region on 24 July 2019

The event participants, who included representatives of the regional Government, and FAS explained by nearly 950 km of networks will be built up in the Tyumen region by 2022 and conditions will be created to supply gas to nearly 23,500 houses.

Deputy Head of FAS emphasized the importance of dynamic development of collaboration in this area. He pointed out that the Road Map drafted by the Tyumen Government comprises a section on developing competition on the gas supply market that mentions stage-by–stage regulation of prices on the gas market.  

“We will use the Tyumnen experience of efficient gasification. It is essential that nearly 200 settlements will be in the gasification zone. Gasification should be efficient, enabling gas supply economy, solving social issues and supporting innovative development. Additional gasification is also necessary in the settlements where gas is supplied but for some reasons not all consumers were ready for network connection. Mismamaged networks must be entered in the books of municipalities in accord with the established procedures, and then gas companies should be able to buy-out these networks”, explained Anatoly Golomolzin.

Deputy Head of FAS described in detail the results of collaborative work on a regulatory contract, pointing out that the Tyumen region is one of the most prepared regions to conclude it.

“We agreed that are getting to the stage of preparing and signing regulatory contracts with all regions of Russia. It is necessary to make long-term (5 years) tariff decisions, determine the current and expected results of company performance.  All 3 parties (including FAS, the authorized regional bodies and gas sales or transportation companies) began active work. There should be clear what do we understand as the resource method, the algorithm for calculating market indicators of prices on materials, equipment, services, should be spelt out so that all regulators – federal and regional – and companies have a clear-cut interpretation”.

Anatoly Golomolzinsaid: Under regulatory contracts there will be understanding how the competitive gas market will be formed, consumers will be able to choose gas suppliers on both on- and off-exchange segments. The relevant drafts of the regulatory acts are already under discussion by the Government”.

“We must not simple build major and distribution gas networks, we need that gas is supplied to households and enterprises, business is developed around it and the quality of life of the population is improving”, summed up Deputy Head of FAS.
