KHABAROVSK OFAS EXPOSED SIGNS OF AN ANTICOMEPTITIVE AGREMENT IN PROCUREMENT FOR “KHOLDOMI” CAMPING SITE
Khabarovsk OFAS opened a case against the Government of the Khabarovsk region, “Youth House”, “Extreme Service” Ltd., “Flagman” Ltd. upon elements of violating Clause 1 Part 1 Article 17 of No. 135-FZ Federal Law “On Protection of Competition” of 26.07.2006
Following information in mass media, Khabarovsk OFAS carried out an inspection upon the fact of acquiring standard frame tents for the camping site in “Kholdomi” tourist complex.
Documents and materials available to OFAS manifests signs of an anticompetitive agreement concluded between the auction customers and bidders for an auction on the services of catering, accommodation, organization of work and infrastructure support at the camping site of “Amur” All-Russia Youth Educational Forum.
Head of FAS Anti-Cartel Department, Andrey Tenischev commented: “Such collusions are especially cynical, based on somebody’s greediness and desire to earn unlawfully. We have already investigated such cases: the cartel between organizers of children’s’ leisure in Syamozero, Karelia, and the cartel of food suppliers for Ulyanovsk Suvorov Military College. Greed is the basis of bid-rigging collusion, which ultimately incurs violations of elementary safety norms”.
