MEETING OF THE DEPUTY HEAD OF THE FAS SERGEY PUZYREVSKY AND THE GOVERNOR OF THE BRYANSK REGION ALEXANDER BOGOMAZ

The meeting took place on 22 August in Bryansk. Representatives of regional executive bodies and municipalities took part in the event

Regarding intermediary results of executing the National Competition Development Plan, Deputy Head of FAS, Sergey Puzyrevsky reported that in the past period the number of unitary enterprises in the Bryansk region reduced by 11.98% (in 2017 — 217; in 2018 — 191).

“Since it is one of the key targets of the National Competition Development Plan, reducing such entities in the economy is a positive trend. Bryansk region, however, has more reserves and resources to achieve the set goals. For example, undertake a package of measures to reduce antimonopoly violations by the authorities. Last year, the number of such violations increased by 5%”, pointed out Sergey Puzyrevsky.

Then the parities discussed the results of work in different sectors of the economy, particularly, the housing-and-utility sector. 182 companies operated in the housing-and-utility sector in the Bryansk region in 2018, including 153 private companies, i.e., 84.06 % of all companies.

“A lot of unitary enterprises operate in the housing-and-utility sector. The National Competition Development Plan sets the target to reduce productive supply of resources by state and municipal unitary enterprises and increasing productive resource supplies by private companies. Bryansk shows a downward trend for such entities. We expect that the efforts in this are will continue”, informed Deputy Head of FAS.

The number of private companies providing social service to the population in the Bryansk region also increased (reaching 20.9%). According to Deputy Head of FAS, obtaining important services quickly and reliably forms a positive opinion of the population regarding actions undertaken by the authorities.

Another block of issues related to small and medium business support. The share of procurement from small business in the region increased by 5.1%. A Centre for innovations in the social sphere was formed and is now developing; it provides free-of-charge consultative services on the aspects of support and benefits for small and medium companies involved in social entrepreneurship.

175 consultative services were rendered, and a register of social entrepreneurs is formed comprising 93 small and medium companies.

“It should be noted that 30 projects are implemented with support of the Centre, and 84 job places were created. This situation once again indicates that an economy with developed competition generates positive results in stimulation of business initiatives and developing self-employment. It ultimately has an effect of job creation and reducing unemployment”, summed up Sergey Puzyrevsky.

Deputy Head of FAS also had a meeting with the staff of Bryansk OFAS. He outlined FAS plans for further activities, enforcement practice and thanked for the efforts to prevent unfair competition and monopolization of markets in the Bryansk region.
