ELEMENTS OF A BID-RIGGING CARTEL FOR ROAD CONSTRUCTION IS REVEALED

The elements of violations are exposed in the course of electronic auctions for repair of regional motor roads - “Roads in the Moscow region” – in Mytischi, Dmitrov, Volokolamsk, Istra (Solnechnegorsk), Mozhisk (Naro-Fominsk) Districts. The total road bed length in these road sections is around 170 km

FAS opened a case against “Ruslan-1” Transport Company” Ltd. and “Avtodor-21” Ltd. upon signs of a cartel.

During the preliminary investigation, FAS made a point of a unified conduct of companies throughout 9 electronic auctions for the total sum – 1.4 billion RUB, which led to the minimum price reduction.

Head of FAS Anti-Cartel Department, Andrey Tenishev, emphasized: "Under the National Competition Development Plan, FAS pays special attention to decartelization of the road construction sector, particularly, in public procurement for repair, maintenance and construction of road facilities”.
