SERGEY PUZYREVSKY: THE RESULTS OF ULYANOVSK INSPIRE OPTIMISM

On 23 August 2019, Deputy Head of FAS Sergey Puzyrevsky and Governor of the Ulyanovsk region Sergey Morozov chaired the Coordination Council on implementing the Competition Development Standard in the region

Deputy Head of FAS outlined the goals and objectives of the state policy for developing competition in the Russian Federation. The National Competition Development Plan adopted in 2017 gives the key targets to be reached by 2020: ensure presence of private business in all sectors of the economy, halve violations of the antimonopoly law, and double public procurement share of small and medium business by 2020.

“In 2018 violations of the antimonopoly law committed by the authorities in Ulyanovsk region decreased by 21 %. Registered unitary enterprises also went down by 8.29 %. These results inspire optimism in further development of competition in the Ulyanovsk region”pointed out Deputy Head of FAS.

Then Sergey Puzyrevsky discussed the balance between the National projects and the National Competition Development Plan.

“Look at the goals of the two documents: well-being of the population and breakthrough development of Russian economy. It shows close relationship between the two policy documents. There should be maximum synchronization in execution of the National Competition Development Plan and the National projects to achieve positive economic transformations. The President of the Russian Federation Vladimir Putin agreed with this at the meeting with Head of FAS Igor Artemiev on 29 July 2019. The Chairman of the RF Government already instructed the authorities to ensure absolute execution of the measures outlined in the National Competition Development Plan and the Road Map on competition support when fulfilling the National projects”, highlighted Deputy Head of FAS.

The Coordination Councilapproved the Regional Road Map, taking into account FAS comments.

Sergey Puzyrevsky also had a meeting with staff of Ulyanovsk OFAS. Other FAS representatives included Head of FAS Department for Regional Tariff Regulation, Yulia Yudina, and a consultant of FAS Legal Department, Ekaterina Tishakova.

Sergey Puzyrevsky discussed with OFAS and set the goals for control over execution of the Order of the President of the Russian Federation on the main areas of the state policy for developing competition and the National projects.

Deputy Head of FAS outlined further plans of FAS activities and enforcement practice, and underlined very goods judicial results: in 2019 Ulyanovsk OFAS won all Court cases, and competition advocacy achievements in the region.

The meeting was organized as a dialogue between officers from FAS Central Office and Ulyanovsk OFAS.

Sergey Puzyrevsky answered all questions raised by the staff and wished them continued success in supporting freedom of competition and efficiently protecting entrepreneurship.
