SEVERAL OFFICIALS IN KASHIRA ARE DISQUALIFIED FOR A CARTEL

Government officials and company directors are disqualified for up to one year

The Commission of Moscow Regional OFAS concluded that Kashira Town Authority (the Moscow Region), the Property Management Committee of Kashira Town Authority, Head of Kashira Town Authority, “ELEMENT” Ltd., “IK Trade” Ltd., “A2” Ltd., “STRELETS-MEDIA” Ltd. and two individual entrepreneurs had entered in to an oral agreement that had restricted competition on the market of outdoor advertising in Kashira municipality (in breach of Clause 1 Part 1 Article 17 of the Federal Law “On protection of Competition”).

Legal entities were fined 1,982,446 RUB in total.

The case participants attempted to appeal the decision of the antimonopoly body but Court of First Instance and Appeal Court dismissed the claim.

Moscow Regional OFAS filed a lawsuit to hold officials of Kashira Town Authority, entities and the individual entrepreneurs administratively liable and disqualify them.

Moscow Regional Arbitration Court ruled to hold all government officials administratively liable and fine them in total 190.000 RUB and disqualify for 6 months: Deputy Chairman of the Economic Policy Committee – Head of the Unit for Entrepreneurships and Service Support Kashira Town Authority; for 1 year - Chairman of the Property Management Committee, Kashira Town Authority; Director of “STRELETS-MEDIA” Ltd. and General Director of“A2” Ltd.

The decisions on disqualification have come into effect and are forwarded to tax bodies for execution.
