THE KOSTROMA REGION HAS ACHIEVED 100% SHARE OF PRIVATE BUSINESS ON 19 MARKETS
They include the fuel-and-energy complex, manufacturing, aquatic resources processing, milk and dairy products, bakery products, automotive components, tourist services, etc.
On 29 August, Deputy Head of FAS Andrey Kashevarov highlighted the achievement of the region for competition development, He had a meeting with Governor of the Kostroma region Sergey Sitnikov regarding intermediary results in pursuing the National Competition Development Plan.
In July 2018, FAS and the Kostroma region signed an Agreement on Cooperation. Executing the order of the President of Russia and instructions issued following the State Council, 40 priority markets are determined in terms of competition development.
According to Andrey Kashevarov, apart from the 33 mandatory sectors, Kostroma has undertaken obligations in 7 additional sectors and has already achieved the targets in 38 out of 40 markets. He emphasized: “it means that is implementing the Presidential Order substantively rather than formally. From our side, we can only welcome this approach. The decision made by the Kostroma region inspires sincere respect and gratitude”.
Deputy Head of FAS specially pointed out the reduction of municipal and public unitary enterprises in the region by 11%:
“FAS supports the actions aimed at supporting and developing private business, no only under the frame of implementing the National Competition Development Plan in the regions but also the National projects”.
During the working visit of Andrey Kashevarov to Kostroma, there was an extended meeting with representatives of Kostroma Regional Authority and Head of Kostroma OFAS Mursal Ismailov on implementing the National Plan and the Competition Development Standard.
Deputy Head of FAS drew attention to the following positive aspects:
Kostroma expects to double the private share in road construction (except design) and in vehicle repair services;
The target for private companies’ share on 11 markets is set from 80% to 100% by 2022.
“Although the number of violations of the antimonopoly law by the authorities remained at the same level; here Kostroma has something to work on. Overall, we positively evaluate the efforts of Kostroma Regional Authority on implementing the Order of the President of the Russian Federation”, said Deputy Head of FAS. “It is essential now not to slow down the work rates, maintaining the results in the areas where targets are already achieved, and do everything possible to achieve the targets in the remaining sectors”.
On 29 August, FAS received a draft Road Map for Kostroma. Upon FAS approval, the Road Map will be approved by 1 October.
