ANDREY KASHEVAROV: JOINT WORK OF FAS AND THE KIROV REGION WILL HELP REDUCE VIOLATIONS
Special attention must be paid to fulfilling the National projects on competitive principles of the access of economic entities to budgetary funds
On 3 September, Deputy Head of FAS Andrey Kashevarov met up with Igor Vasiliev, Governor of the Kirov region, to discuss the state of competition in Kirov and the intermediary results of implementing the National Competition Development Plan.
“Execution of the National Projects and the National Competition Development Plan should be closely related”, saidAndrey Kashevarov. “Especially in the part of public and municipal procurement of goods and services under the frame of completing the National Projects at the regional level”.
In his opinion, the Kirov region has achieved 100% private business participation in 10 markets. The key targets are reached in construction, cattle breeding and see production, bottled gas supplies, electric power generation and buying-and-selling on retail market. The necessary figures are achieved on the markets of passenger road transportation on municipal routes, inter-municipal routes as well as by taxi the Kirov region, retail trade with medicinal drugs, medical products and related goods. The Kirov region has over-fulfilled by orders the targets on the market of urban amenities development, and is significantly ahead the pan for collection and transportation of solid municipal waste.
In 2018 violations by the authorities increasing insignificantly compared with 2017. As Deputy Head of FAS pointed out, collaboration between the antimonopoly body and the Government of the Kirov region will be instrumental for reducing such violations.
According to Andrey Kashevarov, FAS carries out the entire work form preventing to exposing violations:
“We are sending letters with recommendations regarding interaction and devising Road Maps, methodological support to the authorities and officials in the regions of the Russian Federation, and FAS regional Offices”.
The Government of the Kirov region has already submitted a draft Road Map to FAS for developing competition in the region, which must be approved by 1 October 2019.
The event was also attended by representatives of the Government of the Kirov region and Head of Kirov OFAS, Marina Nikonova, who made a report on the practice of antimonopoly enforcement in the region.
