EXPENSIVE NAVIGATION FROM “MOSCOW CHANNEL”

Moscow OFAS exposed a fact of antimonopoly violation by “Moscow Channel”

The entity fixed monopolistically high tariffs for an atlas of the United Deep-Water System of the European part of the Russian Federation (v. 2, the 2017 edition). The document is mandatory for navigating vessel owners on waterways from Moscow to Cherepovets and Tver.

In the course of the investigation OFAS established that “Moscow Channel” has the exclusive right for approving and issuing the above navigation document and exercises significant influence upon its sales prices. For instance, using its position, “Moscow Channel” fixed the costs of selling the atlas at economically unjustified level which infringed the interest of vessel owners.

The described circumstances formed the grounds for decision-making that “Moscow Channel” violated Clause 1 Part 1 Article 10 of the Federal Law “On Protection of Competition”, as well as issued an order to stop beaching the antimonopoly law.
