COOPERATION BETWEEN THE ANTIMONOPOLY BODIES OF RUISSIA AND MOLDOVA

The parties agreed to launch work on an inter-departmental Memorandum on Cooperation in the field of antimonopoly policy

 

On 16 September 2019, Head of FAS Igor Artemiev held talks with President of Moldova Competition Council, Marcel Raducan.

 

Igor Artemiev congratulated Mr. Raducan with the appointment to office and pointed out that FAS has a long-standing history of cooperation with Moldova Competition Council.

 

He said that “during the years of collaboration we have established not only professional but also warm humane relations; we have learned a lot form each other and we still have things to learn”.

 

Head of FAS expressed an interest in further development of cooperation with Moldova Competition Council under the frame of bilateral relations as well as the Interstate Council on Antimonopoly Policy.

 

He informed the Moldova counterpart that recently FAS has been given preference to agreements of the so-called “new level” enabling to apply modern technologies of result-oriented collaboration in investigating violations of the antimonopoly law and considering global mergers.

 

Igor Artemiev proposed to Mr. Raducan to look into a possibility of concluding a framework inter-departmental Memorandum on Cooperation in the field of antimonopoly policy. He gave an example of collaboration with Belarus, when the antimonopoly authorities of both countries signed a framework Memorandum on Cooperation, and the next stage was signing an inter-governmental Agreement, which is now an example of “the most advanced Agreement”, containing a set of mutual obligations of the parties and tools for efficient cooperation in antimonopoly enforcement.

 

The parties agreed to determine the spheres and directions of further joint efforts and start working on the Memorandum in the near future.

 

Finally, Head of FAS invited the Moldavian colleagues to take part in the “Antimonopoly Policy: Science, Practice, Education” Annual Research-to-Practice Conference in “Skolkovo” Innovation Centre on 19-20 November 2019, and some other events organized by FAS:

 

“All our sites are open for you. We will be glad to see you at our events to exchange experience and knowledge for the benefit of our nations”.

 

Marcel Raducan expressed readiness for collaboration with Russian antimonopoly body.

 

”We are open for you and I am sure that together we can do a lot”, concluded President of Moldova Competition Council.
