MIKHAIL EVRAEV: OBJECTIVE OF THE NATIONAL ECONOMY IS MOVING FROM STATE–RUN TO PRIVATE BUSINESS
Deputy Head of FAS pointed out that reorganization of unitary enterprises should be intensified in the Khabarovsk region
FAS representatives had a meeting in Khabarovsk with top regional officials on pursuing the National Competition Development Plan in the region, chaired by First Deputy Chairman of the Government of the Khabarovsk region on Economics, Yuri Zolochevsky.
Deputy Head of FAS Mikhail Evraev pointed out that to execute No.618 Presidential Order, all executive bodies implemented antimonopoly compliance – a system of preventing the risks of violating antimonopoly violations adversely affecting business environment.
“How efficiently they’ve done it – will be clear form the reports that they will forward to FAS”, pointed out Mikhail Evraev.
Some participants mentioned that there are obstacles in the region for entry on the market of commuter railway carriage and airport services.
Deputy Head of FAS highlighted that Khabarovsk must reorganize the work of unitary enterprises and attracting private companies to the market. These actions will intensify competition in the region and accelerate economic growth. In 2018 there were 147 state and municipal enterprises in the region, and in 2017 – 155.
“The base objective in the national economy – is to move from state-run – to private business. It will be a big step to establishing a competitive environment. And competition, in its turn, will reduce prices for goods and services and increase their quality”, emphasized Mikhail Evraev.
The maximum presence of business on socially important markets will facilitate economic growth in the Khabarovsk region. As reminded Yuri Zolochevsky, the region determined the key targets for expanding presence of private sector in the services for the population.
The Road Map drafted in Khabarovsk specifies 33 mandatory and 2 additional markets that require special measures on their development, including: general, preschool and additional education, road transportation of passengers, retail trade with medicinal drugs, housing construction, timber processing, production of bricks, concrete, etc.
