ANDREY KASHEVAROV: THE VOLOGDA REGION ACHIEVED 100% PRESENCE OF PRIVATE BUSINESS
Executing the orders of the President of the Russian Federation and implementing the National Plan, the region has already achieved the minimum values of the key targets on 27 out of 33 chosen markets
On 3 October 2019, Deputy Head of FAS Andrey Kashevarov had a working meeting with Governor of the Vologda region, Oleg Kuvshinnikov, in Cherepovets, the Vologda region. They focused on intermediary results of implementing the orders of the President of the Russian Federation issued following the State Council, and the measures specified in the National Plan and the Competition Development Standard.
In June 2018, FAS and the Government of the Vologda region concluded an Agreement on Cooperation. In December 2018, Governor of the Vologda region approved the list of key indicators for competition development in the sectors of regional economy, comprising 33 markets.
“FAS began to work on a draft 2021-2025 National Competition Development Plan. As one of the items, we will suggest to devise competition development standards at the municipal level”, said Andrey Kashevarov.
In his view, this approach should help decrease the number of antimonopoly violations by the authorities:
“First of all, competition is developing locally, and the desired results can be achieved in cooperation with each particular municipality”.
Deputy Head of FAS pointed out at some difficulties faced by the Vologda region implementing the National Plan.
He suggested: “The problem can be solved. We must develop a programme for a dialogue, meetings and conferences, and such collaboration will help achieve the targets”.
Andrey Kashevarov also took part in a meeting of the Inter-Departmental Commission for developing competition and adopting the procurement law in the region.
“Execution of the National Projects and the National Plan should be closely related, especially in public and municipal procurement of goods and services implementing the National Projects at the regional level”, reminded Deputy Head of FAS. He stressed the importance of completing the work on approving the regional competition support Road Map by the end of the year.
The Vologda region also passed acts aimed at developing an antimonopoly compliance system for executive bodies and amendments are made to the provisions maintaining the priority of the goals and ideas for developing competition in the work of the authorities.
Finally, Andrey Kashevarov awarded Certificates of Merit and Letters of Acknowledgment to representatives of some municipalities in the Vologda region: they became the leaders in 2018 Vologda ranking for competition support and providing conditions for favourable investment climate.
Head of Vologda OFAS Natalia Merzlyakova also took part in the Inter-Departmental Commission.
