THE ROAD MAP FOR DEVELOPING COMPETITION IN MORDOVIA IS SIGNED

Deputy Head of FAS Sergey Puzyrevsky and Head of the Mordovia Republic, Vladimir Volkov, held a meeting on developing competition in the region, where they summed up the interim results

 

Deputy Head of FAS Sergey Puzyrevsky outlined the goals and objectives of the state policy towards developing competition in the Russian. The National Competition Development Plan adopted in 2017 specifies the key targets to be achieved by 2020: ensure presence of private business in all sectors of the economy; decrease twofold antimonopoly violations by the authorities; double the share of public procurement from small and medium business by 2020.

 

Talking about development of the regional economy under the frame of the national Plan, Deputy Head of FAS underlined the 14.43% growth of the procurement share in the region, where only SME and socially oriented non-profit entities participate, compared to 2018. He also drew attention to the success of Mordovia in decreasing unitary enterprises by 9.18 %.

 

“Mordovia has undertaken obligations on 33 markets from the list approved by the State Council on competition development, and added “the market of milk production and processing”, said Sergey Puzyrevsky.

 

He pointed out: “Determining the key competition development targets, Mordovia specially focused on the markets in the social sector – education, medical services, food, social services and culture”, Sergey Puzyrevsky.

 

“As for the dynamics of implementing the regional development standard in 2017, Mordovia was on the 12 place in the ranking for the level of competition support.  It is 31 points growth in comparison with the previous reporting period (when Mordovia was on the 43rd position)”, informed Sergey Puzyrevsky.

 

Deputy Head of FAS reported that the antimonopoly authority is involved in the National Projects. Significant budgetary funds are allocated to fulfill them so it is essential that the measures of the National Projects are executed in view of the fundamental competition development principles. It will enable efficiently achieving the strategic goals and objectives of the state in the filed of economic development.

 

“12 National Projects are being executed following the “May” Order of the President of the Russian Federation. It is a huge set of social-and-economic measures, which will transform a lot of industries. The goals of the Presidential order are to improve the quality of life of the population and to achieve breakthrough development of the economy. The National Competition Development Plan has the same goals. It is essential that pursuing the National Projects, we simultaneously improve the quality of economic development. FAS representatives now join all project offices to execute the National Projects. The Antimonopoly Service will collaborate with all authorities of Mordovia on these issues”, stressed Deputy Head of FAS.

 

Head of FAS Department for Regional Tariff Regulation, Yulia Yudina, and a consultant to FAS Legal Department, Ekaterina Tishakova, also took part in the meeting.

 

Yulia Yudina reported about a draft law on the basics of the government regulation of prices (tariffs) that will formalize a list of regulated fields of activities, determine common goals, regulatory principles and the public control procedures.

 

She pointed out that “the current system of regulatory acts on public regulation of prices / tariffs is not perfect, it comprises over 150 regulatory acts, which structure relations in the filed of government regulation of prices (tariffs). The draft law unifies the system”.

 

Head of FAS Department for Regional Tariff Regulation highlighted a regulatory contract that FAS has started working with just recently. The first gas agreements were signed between FAS, Governors of the Perm, Rostov and Tyumen regions and “Gazprom” gas supplying companies in September 2019.

 

“The novelty is a synergy of antimonopoly and tariff regulation. Concluding a regulatory gas contract in Mordovia is being considered. It will facilitate competitive pricing due to expanding the exchange market for further pricing deregulation  on the market and setting  common prices for end consumers, as well as stabilize it through long-term tariffs for gas transportation in Mordovia”, concluded Yulia Yudina.

 

As a result of the meeting, 2019-2022 Road Map for developing competition in Mordovia was approved and signed, in view of all clarified parameters and recommendations.

 

During his visit, Deputy Head of FAS also had a meeting with the staff of Mordovia OFAS. He outlined the plans of the Antimonopoly Service, described its enforcement practices and thanked for the efforts to prevent unfair competition and market monopolization in the region.
