IGOR ARTEMIEV: TARIFFS ON SOLID MUNICIPAL WASTE TREATMENT WILL BE ADJUSTED

FAS analyses waste treatment tariffs

 

This year, 73 regions of the Russian Federation have moved to a new regulatory model, choosing solid municipal waste treatment operators on the basis of competitive procedures.

 

The difference in tariffs after tenders reached dozen of times. FAS is now analyzing the tariffs for municipal waste. Adjusting the tariffs, formed on the basis of tenders, downwards is inevitable in some regions”, said Head of FAS Igor Artemiev at the Plenary session of the National Tariff Regulation Workshop in Crimea on 15 October.

 

For example, the tariffs in the Sverdlovsk region decreased by 16.8-30.9%, in the Orenburg region – by 11.9%, in the Omsk region – by 30%, following inspections and execution of the orders issued by the antimonopoly authority.

 

To moderate the reform of the solid municipal waste sector, measures have been undertaken to limit the growth of payments for waste treatment.

 

In the field of communications, FAS abolished national and intra-network roaming, and jointly with the business community devised the network neutrality principles. FAS is also negotiating with the colleagues from the CIS member-states to abolish roaming.

 

Rules for non-discriminatory access for the markets of postal services and the heating supply are in effect *, and similar requirements for the fuel-and-energy complex are being drafted (gas transportation and storage, connecting to gas pipelines).

 

Summing up, Igor Artemiev emphasized that adopting a draft law on tariffs and abolishing the Law on natural monopolies are important elements for a transition to the modern stage of regulation.

 

Head of FAS concluded: “It creates stability and predictability of the state policy of tariff regulation for business and the population. Our natural monopolies must become more clear-sighted and maneuvering. This is no longer the way to live; sooner or later it will be over”.

 

The National Workshop on Tariff Regulation in 2019 and the goals of regulators for 2020 takes place on 15 - 17 October in the Republic of Crimea. The event participants are discussing tariff regulation of the telecommunications sector, gas supply, heating supply and solid municipal waste treatment.
