JUBILEE CONGRESS OF JURISTS IN PERM
Head of FAS Department for Regulating the Fuel-and-Energy Complex and the Chemical Industry, Dmitry Makhonin talked about close relations between law and economic in the work of the Russian antimonopoly authority
“Work of the Federal Antimonopoly Service is exactly a symbiosis of economic actions and legal ideas”, pointed out Dmitry Makhonin during the Perm Congress of Jurists on26 October 2019.
Dmitry Makhonin emphasized that “last year we were discussing digitalization, stating that new challenges in the economy require changes in the legal superstructure and toady the discussion continues”.
Head of FAS Department for Regulating the Fuel-and-Energy Complex and the Chemical Industry outlined FAS legislative initiatives: “The Federal Antimonopoly Service initiates draft laws in tariff regulation, which is essential for today’s Russian economy, amendments to the Federal Law “On Protection of Competition”, reforming the law on natural monopolies, developing on-exchange trade as an element of digitalization in Russian economy since an exchange is nothing more than a digital platform”.
He added that “developing such platforms is a future of commercial processes. Literally in a couple of weeks, in Perm, we are organizing already the II Perm Forum on exchange trade with mineral fertilizers”.
Summing up the event outcome, Dmitry Makhonin stated: “The experience that we’ve got at the Forum, throughout the discussions with the judicial community and professional lawyers, is invaluable for us because in practice it is quite difficult to work without academic ideas”.
