VLADIMIR MISHELOVIN: FAS IS AN ALLY OF PUBLIC ORGANIZATIONS AND BUSINESS ASSOCIATIONS!

Head of FAS Fiscal Control Department informed the “Community” Forum, organized by the Public Chamber of the Russian Federation, about the role of Public Council in fulfillment of the National Competition Development Plan

 

“The antimonopoly bodies have had a system of public control for over ten years. During this period each regional Office of FAS has formed Sectoral Expert Councils and Public Advisory Councils”, said Vladimir Mishelovin, Head of FAS Fiscal Control Department, speaking at the “Public Control: Problems and Prospects” session.

 

The session was moderated by Vladislav Grib, Chairman of the Commission of the Public Chamber of the Russian Federation on Public Control and Interaction with Public Councils.

 

Head of FAS Fiscal Control Department outlined the specifics of the public control system over the antimonopoly bodies, the history of FAS Public Advisory Councils, and a new format of Public Councils at FAS Central Office and regional FAS Offices.

 

Vladimir Mishelovin pointed out that “there was a successful “reset” after changes to the law on public control: competitive elections to Public Councils took place in all regions of Russia. Thus, today we have more than a thousand new team-mates representing the business community, civil society organizations, NGOs and regional Public Chambers”.

 

Head of FAS Fiscal Control Department also reminded about an Order issued by the President of the Russian Federation 1 that Public Councils should be engaged in control over competition development in the regions of Russia.  The goals and objectives of Public Councils on executing the Presidential Order will be discussed on 5 December 2019 at the I National Research-to-Practice Conference of FAS Public Councils which will take place at the Public Chamber of the Russian Federation.

 

“The focus of the Conference will be, first of all, on the goals and objectives of the Public Councils towards fulfillment of the National Competition Development Plan and the Standard for Developing Competition in the regions of the Russian Federation as well as correlating the National Competition Development Plan and the National Projects”, explained Vladimir Mishelovin. Enormous funds are allocated today to regions to fulfill the National Projects, and we all would like that they are spent with the maximum efficiency, facilitating development of favourable entrepreneurial environment and healthy competition”.

 

The agenda of the Forum (which took place in Moscow on 31 October – 1 November 2019) covered the key aspects of civil society. For two days, civil activists, Heads and members of Public Councils at executive bodies, government officials, representatives of Regional Public Chambers and members of the Public Chamber of the Russian Federation discussed the progress in National Projects, viable mechanisms for a transition of civil society from control over the work of the authorities to active involvement in administrative decision-making.
